Frank Billings Kellogg was the actual Secretary of State in 1928 but he did not attend the Conference.”Up to that period of time, the United States received a 50 year mandate for this land. At this conference, the mandate for this land was given to Prophet Noble Drew Ali.”The 50 year mandate originated from the Treaty of Peace and Friendship 1787 between the United States of America and the Sultan of Morocco. The United States of America had to pay $20,000 for the treaty (Statutes at Large, 1st Congress, Session III, March 3, 1791) which places them in an inferior position. The Prophet (representing us Moors) is aboriginal to this land, therefore making him a rightful heir, so the mandate was given to him. The mandate wasn’t given to the United States because they had the usufruct position within the Treaty. The mandate wasn’t given to the “American Indians” because they aren’t aboriginal to the land and they are under the Bureau of Indian Affairs (BIA), established March 11, 1824, which makes them wards of the United States due to the Indian Appropriations Act of 1871. The United States was planning on receiving the mandate either through abandonment of the land by the aboriginal Moors or through the Indian Chief who was a ward of the United States.
